JSC «NC «KTZ» announces an international competition to select a strategic partner

International competition to attract a strategic partner for organizing the production of passenger coaches based on the Tulpar Coach Assembly Plant LLP

 Today Joint stock company «National company «Kazakhstan Temir Zholy»(here and after JSC NC KTZ) and Joint Stock Company «Passenger Transportation» (here and after JSC «Passenger Transportation») announce a start of proposals submitting for the design, manufacturing and delivery of rolling stock, which shall be assembled and commissioned in the «Coach Assembly Plant Tulpar» LLP. The candidate’s shortlisting process will be facilitated by DB Engineering & Consulting, applying international standards. Withal, JSC «Passenger Transportation» reserves rights to sign with the winning candidate also an optional maintenance contract.

 The submission deadline is 15:00, October 16th 2020 Nur-Sultan time.

 The subject of the future contracts are: supply of non-motorized single-deck passenger coaches capable for both national and international long-distance, incl. overnight, transportation with the maximum operational speed of 160 km/h, built for 1520 mm gauge network. The winning candidate of this shortlisting process, recommended as strategic partner of choice, is awarded with a Notice-to-Proceed for the final purchasing contract of the rolling stock, the optional maintenance contract as well as the contract for investment and take-over of the «Coach Assembly Plant Tulpar» LLP.

 The scope of the rolling stock delivery is a minimum of 26 trainsets consisting of probably 18 coaches each, depending on the requested mixture of types of seats, due to be put into operation/service in the period of year 2022 to 2029.

 The optional maintenance contract for the trainsets might get part of this shortlisting process- after a make-or-buy decision of JSC NC KTZ - covering technical support, maintenance and repairs, overhauls and refurbishments management. The Terms and Conditions for the optional maintenance contract are provided and should be base of Candidate’s proposal, if opted for a maintenance contract.

 Coaches shall be designed for an overall lifetime of no less than 40 (forty) years.

In the rolling stock there are 5 types of coaches to be supplied and maintained:

  • ·Sleeper Compartment Coach,
  • ·Sleeper Compartment Coach with Train Captain and PRM Compartment,
  • ·Open Plan Semi Sleeper Coach,
  • ·Seater Coach with Reclining Seats,
  • ·Generator Coach.

Trainsets have to be equipped with reclining seats, berths and wheelchair space (-s). Candidates are invited to propose solutions of a higher than minimum required quality level in the field of i.e. safety, comfort, performance, reliability, innovative design and technology, as well as seating and berth capability. Trainsets will be hauled by electric or diesel locomotives in single or multiple traction, sandwich operation is to be facilitated. Locomotives are not part of this rolling stock delivery.

 In this shortlisting process the award criterion Best Quality-Price ratio is applied, where Quality means not only technical excellence, but also operational ease.

 The three best Candidates will be invited for a clarification meeting expected in October 2020; those ranked at position number 1 and 2 will then be selected to provide their Best and Final Offer (BAFO) in October 2020.

 The contract for investment and take-over of the «Coach Assembly Plant Tulpar» LLP is foreseen to be signed with the recommended strategic partner of choice latest in April 2021. Under control and with support of this partner the «Coach Assembly Plant Tulpar» will sign-up the contract for the delivery of coaches hereof subject latest in April 2021, and the final optional maintenance contract – latest within 9 months thereafter.
